The 2009 Hong Kong International Convention on the Safety and Environmentally Sound Dismantling of Ships explicitly requires that 13 hazardous substances be banned or restricted from use on ships. However, due to the constraints of the conditions for entry into force of the Hong Kong Convention, it has been delayed. In order to promote the entry into force of the Hong Kong Convention, the EU has formally promulgated and entered into force the EU (EU) 1257/2013 Ship Recycling Regulations on 30 December 2013. The purpose is to effectively address environmental, occupational health and safety risks associated with ship dismantling and to promote the early entry into force of the Hong Kong Convention. Compared with the Hong Kong Convention, the regulation has two kinds of control of harmful substances. It explicitly requires new shipbuilding (new ships built under the flag of EU member states) to hold the Hazardous Substances List and accept the inspection of the regulations no later than December 31, 2018; and all operating vessels (including flags of EU Member States and flags of non-EU member states) berthing in ports or anchorages of EU member states. The Hazardous Substances List will be held on 31 December 2020.
