Wireless Express | Significant Regulation Change of MIC in Vietnam

Vietnam MIC officially issued several important decrees and test standards in May 2018:

1. Vietnamese MIC officially announced Circular 04/2018/TT-BTTTT on May 8, 2018 instead of Circular 42/2016/TT-BTTTT.

2. Vietnamese MIC officially published document number 1551/BTTTT-KHCN on May 21, 2018 as the official guide for the implementation of Circular 04/2018/TT-BTTTT.

3. While promulgating the new regulation Circular 04/2018/TT-BTTTT, the following new regulations will be formally implemented as follows:




   Circular 04/2018/TT-BTTTT and document 1551/BTTTT-KHCN published during this period have a very significant impact on Vietnamese certification. BACL will explain the impact of these two regulations/documents for you in detail below.

Vietnamese MIC officially released Circular 04/2018/TT-BTTTT on May 8, 2018 instead of Circular 42/2016/TT-BTTTT, which is a product list requiring MIC type approval and conformity declaration. The new regulation will be formally implemented on July 1, 2018.

The major changes in the new regulations are as follows:

Appendix 1 lists WLAN and Bluetooth products in the category of short distance products.

2. Short-distance products need type certification and DOC (see Appendix 1, Item 2.3). This means that Bluetooth, Bluetooth, WLAN, Zigbee, LoRa and other IoT or SRD products need to apply for MIC type certification. (For such products with output power less than 60 mW, amendments are made through newly published document 1551/BTTTT-KHCN to avoid MIC type certification and DOC);

3. Many other radio frequency products (transmitter and receiver) are exempt from MIC type certification, only DOC (Declaration of Conformity) can be used.

A. Navigation radio frequency is transferred from MIC type certification compulsory certification list to DOC (Appendix 2) list, and only DOC (Declaration of Conformity) is needed.

B. Non-radio products have been transferred from the list of compulsory certification of MIC type certification to the list of DOC (Appendix II).

C. Video equipment using old technology is exempted.

4. EMC requirements will be exempted from MIC certification, but DOC still requires EMC testing and reporting.

5. Only 2.6-The new regulations require only QCVN 101:2016/BTTTT (corresponding standard IEC 62133:2012) for lithium batteries. Document 886/BTTTT-KHCN (Circular 42 Implementation Guidelines) will automatically expire with the entry into force of the new regulations. Without further guidance, lithium batteries (for mobile phones, tablets, laptops) need to be tested locally.

6. The period of obtaining MIC authentication will be shorter.

      On May 21, 2018, Vietnamese MIC officially issued document No. 1551/BTTTT-KHCN as an official guide for the implementation of Circular 04/2018/TT-BTTTT, clarifying several doubtful points in the regulations.

The main points of the guidelines are as follows:

For 1, 2.4 GHz and 5 GHz wireless spread spectrum devices, EIRP power is less than 60 MW and is free from MIC type authentication and DOC. This means that Bluetooth, Zigbee 2.4 GHz and WLAN 2.4 GHz products are exempt from MIC authentication and DOC if EIRP power is less than 60 mW.

2. According to the regulation QCVN101:2016 (IEC62133 only) Section 2.6, lithium batteries for mobile phones, tablets and laptops need DOC certification.

3. MIC accepts the test reports of ISO/IEC 17025 accredited laboratories abroad temporarily for MIC type certification and DOC certification under extreme special circumstances.

4. For DVB-T2 equipment, MIC accepts the report of DVB-T part provided by the manufacturer and the QCVN 63:2012/BTTTT test report of IDTV products for DOC temporarily.

5. According to TCVN 7189:2009, MIC accepts EN 55032/CISPR 32 report for DOC certification temporarily.

6. MIC accepts only IEC 62133 reports from local laboratories accredited by MIC, reports from overseas laboratories that have signed MRA mutual recognition agreements with MIC, or laboratories registered with MIC in Vietnam.

7. For DOC of maritime wireless transmitting and receiving equipment, MIC accepts reports from manufacturers or overseas ISO/IEC 17025 accredited laboratories temporarily.
