On June 5, 2018, the European Chemicals Administration (ECHA) issued a circular to solicit public opinions on the revision of Annex XIV of REACH Regulation. Four kinds of phthalates, di (2-ethylhexyl) phthalate (DEHP) (CAS: 117-81-7), dibutyl phthalate (DBP) (CAS: 84-74-2), benzyl butyl phthalate (BBP) (CAS: 85-68-7), phthalate are proposed. Diisobutyl acid (DIBP) (CAS: 84-69-5) is listed in Annex XIV Authorization List of REACH Regulations.

These four phthalates were previously listed as authorized in 2011 and 2012 for their reproductive toxicity.
In 2014 and 2017, these four phthalates were identified as highly concerned substances (SVHC) because of their endocrine disruptive properties, which can affect human beings and the environment.
Therefore, certain uses of previous exemptions may require authorization and updating, such as food contact materials and medical devices. Authorized uses will be reviewed separately by the Committee. The deadline for notification and review is August 6, 2018.
